Rear Fender solutions

The rear fender bodyline has been cut out of my wagon (probably rust). I was wondering what solutions people have for rusted fenders. I have considered welding 3/8 rod to create a new wheelwell lip. Anybody done anything similiar or have a better idea? by the way I have no other rust in the quarter panel and am not planning on replacing them.

I have the same issue with mine a pretty good body but bad rear wheel openings, there are a couple places to buy patch panels and that is what I'm planning, just cut out side from the belt line down and from the door to the tail light and tack in the new one. Were you looking for another option? like just the wheel opening edge? mine are bad enough I'll replace the whole lower side.
