Im looking at a Willys on a property nearby and always wanted something my dad had, Ive never seen this variant tho,What is this ?

I love working on everything old but this one has me stumped I like , can anyone tell me what it is or what it was specifically built for?

year model '46, '47 and '48 had high production numbers following the end of WWII, like in the low 70k range for 3-years.
I think I see '46's for sale more often than any other year.
