I am guessing you are asking about the fluid leaking on the rim and tire?

Early J trucks were still 5 x 5 1/2", at least through 67.That's not a Willys - 6 lug. Your dog is marking his spot and you haven't moved that non Willys axle in a while.
As for fluid--only a couple real choices there--
a) Hub bearing grease (separated out...maybe)
b) Axle oil (should be able to tell from the smell / feel)
c) Brake fluid (again, smell / feel and it should be peeling your paint (unless it's silly-cone)
d) Knuckle grease / oil (no telling what the PO may have in there)
(My knuckles drip a bit--and look like that--but on the inside rim, not the outside)
Should be able to make a good guess by smell and feel...and then check for appropriate sources of leaks...

And if there is a leak based on no drips on the vertical parts of the rim seems it would tend to be more out in the lockout or that cover or ?
