Is thick undercoating normal?

doing a disc brake conversion
my hubs (and rest of jeep) are covered in a thick tar
tar is totally dryed out
was this a factory thing??????

No, was done at the dealer in the day, or a po was slopy...Phil

must have been from dealer....
it's on frame, axles, suspension, floor pan, etc.
but when you scrape it...............it's olllllllddddddd
and very dried out
