Gas Cap Removal

I am in the process of dropping the gas tank to replace the sender on my ‘49 JeepsrerI cannot get the aftermarket cap off. It is obviously an anti siphon unit from some time in the past. Note the bars to prevent a siphon hose getting in the tank.
I can’t turn it more than a couple of degrees. I don’t mind a challenge but this is kicking my butt.

In the third image, are those eight spring steel clips along the perimeter of the inside of the opening?

They are pot metal. I finally gave up trying to save it and used a channel lock to unscrew it. Fortunately I did not damage the filler neck. It turns out there are 2 sets of spring clips locking it in place.
