frame mystery??

While fixing my exhaust the other day I noticed a very odd part on the frame off my wagon. There is a 3 inch tube with a long hinge on the frame. the tube connects to the frame on both sides like some sort of brace right after the transmission and the large hinge is under the drivers side. Could this be for the e-brake? I have looked at other frames and have never seen this. Im not sure if its a part that was added or if its even a willys frame. All of the body mounts line up. Im very stumped! if anyone has a clue please let me know I will try to take pictures tomorrow.

This is what I have under my 54 wagon. The hinge and lever assembly are indeed part of the E Brake cable mechanism. If this is not what you are referring to then pictures would definitely help.
