Does anyone have a step by step instructions on how to install new door latch assembly for a 1948 Jeepster?

No step by step. You certainly have to go from the inside after removing door panel. It's not rocket science, the hardest part is removing the interior handle by depressing the eschusion (spring loaded) and pushing out the pin.

Is that part held in by screws at the end of the door where the latch is?
